Outcomes Improvement in the Era of Value-Based Healthcare in the Republic of Korea: Introduction of the International Consortium for Health Outcomes Measurement

Abstract
In an effort to address the healthcare expenditure growth that outstrips gross domestic product growth and its debilitating impact on setting effective healthcare policies and providing quality healthcare services, many countries have started to explore the concept of Value-Based Healthcare (VBHC) since mid-2000. Along with its goals to improve the healthcare service structure and process, the essence of VBHC is to measure and improve the patient-centered care outcome relative to the care cost and gradually transform the healthcare system from volume-based to value-based, a global standard in quality measure still lags, crippling the effective implementation of VBHC. One exception to this trend, however, is initiated by the International Consortium for Health Outcomes Measurement (ICHOM) which aims to help transform global healthcare systems by standardizing the reporting and measurement of patient outcomes. With its goal to establish minimum standard outcome sets for diseases that account for 50% of the global disease burden by 2017, the ICHOM contributes to the development and advancement of VBHC. This study examines the ICHOM¡¯s efforts in developing and disseminating the standard outcome sets and the applicability of those sets in Korea in conjunction with her ongoing endeavor to further implement clinical practice guideline and critical pathway in order to enhance care quality while containing cost. It also looks at the merit for Korea to collaborate and participate in the ICHOM¡¯s endeavor to help transform the healthcare system towards VBHC.
